I'm proposing that we open this one up and I'll start working on a resolution. I'll follow the style in the BAP, but the BAP should actually fail silently, so will look at how we might say this as well.
[I also think the quality DEs should provide a debug mode for the BAP, but I'm not sure how to represent this in the standard, if at all.]
