DITA 1.2 suggestion--add DITAArchVersion to the dita element

Add the namespaced DITAArchVersion attribute to the dita element 
so that all DITA doctypes have DITAArchVersion on their root element.

MarkMail, a mailing-list search service launched by MarkLogic in 2007 as a showcase for its XML full-text search engine, indexed these OASIS archives for many years. It was retired in 2024 following MarkLogic’s acquisition by Progress Software; markmail.org is offline and any markmail.org links in archived messages are no longer functional.
