Best Practice for Graphical Tables

Per today's discussion, are we in agreement that the best practice for
marking tables where the table content is in a graphic is as a single-cell
table, e.g.:

    <table id="table-01" frame="none" >
      <title>My Graphical Table</title>
      <tgroup cols="c1">
        <colspec id="c1" colwidth="*"/>
        <tbody>
          <row>
            <entry>
              <image keyref="table-01_image">
                <alt>Table showing blah blah blah</alt>
              </image>
             </entry>
          </row>
        </tbody>
      </tgroup>
    </table>
