Caution for folks about expanding scope of DITA 1.3 proposals

Folks, you need to be careful with your DITA 1.3 proposals so that you are not expanding the scope.

For example, in Eliot's stage 3 proposal 13027: Allow <draft-comment> in more places, his declaration changes have the following effects:

• Modifies the content model for all elements in the highlighting domain. As written, this would permit <image> within <b>, <i>, <tt>, etc.
  
• Modifies the content model for <codeph>, so that it permits <indexterm> and <image>.
  

This is not OK -- This is a proposal about allowing <draft-comment> in more places, not changing content models for the highlighting domain elements or the <codeph> element.

Kudos to Nancy Harrison for noticing this during her stage-3 review of this proposal.
