If your stage 3 proposal includes a complete topic from the DITA 1.2 spec, be sure to apply @rev attributes on new content. If you need to, wrap sub-element content in a <ph> element. Use the following value for the @rev attribute: "DITA1.3 proposal-#" where # is the number for the proposal. Here is an example: rev="DITA1.3 proposal-13119". It's important that TC members be able to scan a proposal and see where you have modified existing topics.
