Completed proposals that do NOT contain enough information for inclusion in the DITA 1.3 spec

Unfortunately, some proposals made their way through the process without all the required information. The following proposals contain new topics for the spec that do not contain attribute information: 13023: New <div> element (Kimber) One new topic -- div.dita -- created in SVN. Needs attribute information 13111: New domain for MathML (Kimber). The following topics are created in SVN but lack attribute information: equation-block.dita equation-display.dita equation-inline.dita mathml.dita mathmlref.dita 13089: learningObjectMap and learningGroupMap (Myers).
