1. Tom will make sure his minutes from Feb 24 include all the data; some of it didn't come through.

Bob; what about removing something from a shell without removing it from the specification?
3. Robert will add to the proposal template info about what to do in the case of removing something from a shell without removing it from the specification.
4. Robert will add to the stage 2 template info about referencing deprecated stuff, in case of backwards compatibility issues.
