Yes, that's right - early drafts had a specialization of <p> but it later switched to <div>.
We shipped that prototype (initial stage 2) version of the domain internally, and have run into the same DTD errors as various DTDs were updated to the real DITA 1.3 modules.

Coincidentally, I have a colleague who is trying to install a DTD that was developed with an earlier, provisional version of the 1.3 DTDs and ran into a problem where %equation-d-p; wasn’t declared (at which point he asked me what was going on, which is how I know about it). Looks like at some point we modified the grammar files but not the spec topic.

In the grammar files, it's actually specialized from <div>, which I believe is the intent:

We should update the Inheritance section to accurately reflect what is in the grammar files. (Related: we should remember this sort of issue when deciding how to generate or whether to include these sections in the 2.0 specification.)
