Please take a look at the proposal, which is lengthy because it contains two revision-marked chapters of the DITA specification: https://lists.oasis-open.org/archives/dita/202208/msg00008.html These chapters WILL go through the full, regular TC review using Content Fusion, so that we can handles any wording tweaks.
