If, for example, you are using .png images for HTML, try this:

       <figure>
         <title>System Example</title>
         <mediaobject>
           <imageobject>
             <imagedata fileref="images/figure02.eps"/>
           </imageobject>
           <imageobject>
             <imagedata fileref="images/figure02.png"/>
           </imageobject>
         </mediaobject>
       </figure>
