html generated for EBNF

I have  a document including an EBNF defining a small programming language. 
When I formatted it using the latest XSL stylesheets, incorrect references, for example from
<production id="block">
<lhs>block</lhs><rhs>   BEGIN <nonterminal def="statementlist">statement_list</
nonterminal> END
</rhs>
</production>

the reference to statementlist  is <a href="statementlist">, instead of <a href="#statementlist">.
