Upgrade your stylesheets, this was fixed some time ago.

Or alternatively add following into your customization layer:

<xsl:attribute-set name="table.table.properties">
   <xsl:attribute 
name="border-before-width.conditionality">retain</xsl:attribute>
</xsl:attribute-set>
