You can try adding the following template into your customization:
<xsl:template match="code/text()">
<xsl:call-template name="hyphenate-url">
<xsl:with-param name="url" select="."/>
</xsl:call-template>
</xsl:template>
and set ulink.hyphenate and ulink.hyphenate.chars accordingly.
