You can use something like:

<xsl:attribute-set name="section.level1.properties">
  <xsl:attribute name="break-before">
    <xsl:choose>
      <xsl:when test="@role = 'NoPgBreak'">auto</xsl:when>
      <xsl:otherwise>page</xsl:otherwise>
    </xsl:choose>
  </xsl:attribute>
</xsl:attribute-set>
