If the encoding is not specified, then UTF-8 encoding is assumed.

About DocBook 5 (from http://docbook.org/tdg5/en/html/ch02.html):
If your document uses XML 1.0 and an encoding of either utf-8
or utf-16, the XML declaration is not required.
