Proposal:  in sections 2.1.1, 2.2.1, 2.3.1, "Message packaging", add the following sentences:

"All payloads referenced by eb:PartInfo elements MUST be included in the AS4 message. The value of the "eb:PartInfo/@href" attribute MUST NOT be a URL of an externally referenced resource."

Alternatively,  we could define a new 5.1.* section?
