Don You should be very careful about saying no one is using EDXL-DE at all. In fact, there are many US and International uses and implementations. As chair of the infrastructure subcommittee, I still want to see your use cases and specific requirements and needs for local responders. We can then put them into Enterprise Architect and determine the best element structure for the EDXL-DE standard to meet "all" requirements. Your suggestion of making routing URN sub-element has no analytic basis at this point in our discussion. I have not participated in the e-mail thread because I want the process to be requirements driven and not be based on easy of creating/programming software to local route messages or retrieving select data at rest. There may be different routing architectures which may need to be considered by our TC. In fact, the UCIDS with UCORE wrappers may meet some of these local routing needs if there are no information sharing restrictions. EDXL-DE 1.0 was fast tracked through the TC and as you have noted there are inconsistencies in it. We have time to fix these in 2.0. Dave
