With Art aloft, I suspect that the best we can do with CAP Issues
is to summarize whatever anyone has done and put it on the agenda for
the next meeting unless there is both a quorum and a consensus, but I
would personally not feel especially confident about any changes or
decisions without having Art eyeball it first at a minimum. However,
rules is rules and any voting member can call a vote. However, since
we don't have minutes for our last meeting, and I don't recall who has
responsibility for specification language changes with regard to the
issues, (except that Art has taken several) , i would strongly argue
against taking decisions at this time.
