Clarification needed on the below (for teleconf discussion)

The RequestResponse Element (sec 3.3.10) has three "values":

1 - Accept = I totally accept all of the�request

2 - Decline = I do not accept any of your request

3 - Conditional = I partially accept your request, but here is my counter-offer

For 1 and 2, there is no need (ie do not) include any other elements.

For 3, you include the elements (as described in each of the response messages)
