The constraints listed for EmergencyResponseIssues element (Line number 844, pg 84 of 113) differ from the functions in the National Response Framework: http://www.fema.gov/pdf/emergency/nrf/nrf-esf-intro.pdf
Titles for ESF #6, 7, 9, and 14 are slightly different and #5 is missing. If these are intentional it may be worth a note to avoid confusion.
There is also a typo in this lead-in statement for the same section:
"Enumerated default values include The following is a proposed list of ESF's"
