Agenda Topic: Fwd: RE: OASIS standards for COVID-19
We will be looking at various organizations and discuss which of
our standards and specifications should be included in the efforts
of these organizations to get the values of interoperability
embodied in our work into those efforts. You can look at the url
in Scott's message by way of introduction to the topic. We will
also discuss our participation in the HL7 FHIR SANER project and
recommendations we think should be included.

There are no OASIS code sets in
CDC VADS COVID-19 directory . The things you found are
OASIS= Outcome and assessment information set . I ll search
other areas in PHIN VADS, but I don t think we ll find
anything.
VADS is not about the standards, it is
about coded concept values used/defined by the standards. We
will need to find (and provide) what TEP/HAVE/others have
defined and what external code sets we reference.

Hi Scott and Rex, I have looked at this
directory and don t see any of the OASIS/EMTC standards.
However, when I search OASIS some LOINC and other data is
returned. I would like to respond to Nikolay before our call
at 4EDT today if possible. Maybe Scott is aware of any other
OASIS work in PH vocabulary? Otherwise, I ll just tell him
nothing resembling the EMTC specs. Would that be correct? I
think we did some LOINC data for the TEP transform but not
sure. Thoughts? Elysa

The FEMA
Template for Daily COVID-19 Reporting was an
attachment in the e-mailed
Letter from Vice President Pence . The
American Hospital Association published a
link to that spreadsheet .
We are also
aware of the COVID-19 Patient Impact Module, and
coordinating through our CDC/NHSN Liaison,
Austin Kreisler, cc d above.
Per our
understanding
The Pence
letter asks for data from hospital in-house
labs, rather than external labs, which are
reporting this data already to CDC and/or
states. Austin Kreisler, our Liaison from CDC
might help clarify through which program
The SANER
Project is not coordinating between government
agencies (i.e., CDC and FEMA), we are instead
working to enable hospitals to address their
reporting requirements to any and all agency
needing it. However, the toolset we are
producing can facilitate interagency data
exchange, and we welcome opportunities to
support such efforts.
Finally, we d
be happy to collaborate on county and state
level collection needs. We are already
developing a process to coordinate on
development of additional measures being
suggested by a HIMSS EHRA Public Health Measure
task force being formed now, and would welcome
inputs for measures to support local and
regional collection efforts. I ve taken the
liberty of sharing the information request with
the project so that folks can start looking into
it sooner, see

I was not previously
familiar with the Saner project until now (though I
am familiar with OASIS). I took a look at the
documentation you provided and identified a few
notes and questions:
It appears that
FEMA Template for Daily COVID-19 Reporting is
limited to
case reporting
Whereas the new
CDC s
COVID-19
Patient Impact and Hospital Capacity Module
is the official mechanism for
case reporting
Per above, it s
unclear what the intent is of the FEMA Template
for Daily COVID-19 Reporting .
Are there two
separate efforts for case reporting? OR
Are you working
through the conversation of CDC s case reporting
data into a specific format (and fields) that
FEMA is looking for?
There are additional
data/information reporting needs that still need to
be addressed and coordinated, that go beyond
collecting case data. Specifically, we ve identified
core information/data needs on county-level
medical/health capability & capacity status.
Aside from the few (very limited) fields in the new
CDC form that cover a basic level of reporting on
ICU beds and ventilators
it does not get to the
level of granularity needed to inform resource
management/allocation on a statewide or regional
basis, much less nationally. Further, I confirmed
that this additional data on medical/health
capability & capacity reporting would be
valuable to the modeling efforts in development now.

It raises the
question
We don t expect CDC to change their
reporting process, but if the community develops
their own reporting process for this additional
information, what would be needed to ensure
integration/interoperability with the other
healthcare IT systems referenced?
That being said, I d
like to touch base with you regarding your project
to see if there is a nexus with efforts to
address/fulfill the other core information needs for
county-level medical/health capability &
capacity status. I have time over the weekend and
early next week for a brief call. Please let me know
what works best for you.

Hello Ryan and Ted,
Please see the brief
attached on the Saner project going on at HL7.
This is the FHIR (Fast Healthcare Interoperability
Resource) standard that will be used in the health
sector for tracking hospital resources and emergency
situations. We need to see what we can do to
develop an interface between the FEMA efforts and
this. After the connect-a-thon last weekend and the
work this week, there should be a demonstration
ready soon (likely next week).
Let me know what
I/we can do at OASIS in this regard. We have an
ongoing liaison relationship between these two
standards bodies. This HL7 project is being fast
tracked.

We have not spoken
in a while but I would like to remind you of our
discussion sometime ago. The OASIS standards body
has a standard for data interoperability of
hospital resource data. The standard has been
coordinated and jointly released with the HL7
standards body that takes care of in-hospital
messaging. This is a very important standard with
COVID-19.
It is important
for FEMA to know of this.
