Good opportunity to conform to whatever are the EDXL norms. 

And I like the refinement of having the actual value list be at a retrievable URI.  However, that will involve a bit more specification.  What should be the format of the retrievable list?  And what should happen if: 1) the offered value isn't in the list retrievable at the URI; 2) the sender asserts a URI that isn't actually online; or, 3) the recipient is receive-only?  Not objections, just things we might want to specify if we go that way.
