Normative - has a place in the document where it is associated with a SHALL/SHOULD/MAY statement. Additionally where it is the ultimate reference.
EDXL-GSF - other items (e.g. Common Types) are referred to as Normative as will GSF.
EDXL-DE - not referenced directly and only in passing. It is optional as a wrapper. Move to Non-Normative.
