If I agree to let them, my utility Pepco plans to stick an RF relay on my AC and shut it off as needed on peak days. But if I am in control of acting on the signal, then yes. As for SEP, yes only the application layer. SEP 2.0 is supposed to be divorced from Zigbee and lower layers.
