Proposal for replacement for EI Fig. 1-1


1.  Once the customer is interactive, he is an implied resource, though that's worthy of a debate 2.  Depends on whether a balancing authority also refers to economic balance.  NERC doesn't mean that, of course, but it does need to be implicit, otherwise we're not addressing all the balancing components.
