The EiProgram service is not named well. This is a quantized way to send levels for price to adapt to the variety of multilevel systems (3, 4, 9, 11, ... levels).

It is also not clear who or what would use this. Simplified levels (H/M/L) LOAD_LEVEL are included in EiEvent
