Resolution:
The Energy Interoperation 1.0 Resource " ... extends the EMIX Resource Description Type."
The Resource description in CTS (and discussion of Resource-Product-Instrument) is consistent with the literature on Transactive Resource Management, and provides a strongly-typed view of the payloads consistent with current software engineering practice.
No action beyond clarification of the model.
