thanks Dallas for clarifications and your thoughts on topics i raised.
Through my participation in the OASIS e-government technical committee i have taken on a global perspective when it comes to XML implementations.  

Also reading today's news headlines gives me food for thought as to what future legal community structures will facilitate the administration of justice that is recognized by all international legal systems.  Data capture and exchange is of course the lifeblood to all systems.  diane
