Here are my comments.  I
attach them as a Word Document because I found the use of change tracking
helpful and it does not copy into an email message.  



Unfortunately the line numbers
are not applicable to the tables including the message contents.  So, I have made
a text outline.



I apologize for the length and detail of these comments.  However, the whole point of this
specification is to be precise and exact about the messages and their contents.
