It is our experience that most security breachs come from with, not
external, even within the courts.  One unique aspect the paper world creates
is some sort of tamper-resistant evidence (the paper itself) even after the
information reachs the court.  In the electronic world it does not exist.
Anyone that can access the document within the court can make changes and if
no record exists that allows the court to check you are cornered.  In the
paper world, someone might argue that they can look at the paper and see if
it was tampered with.  In the electronic world, some formats are more
difficult than others to change, but you have not way to test unless you
keep something around that allows you to test.

Most courts that we have explained this to are unwilling to disregard it and
want the protection.  Many courts have a great deal of uncertainty moving
into the electronic world and lack of protection, hackers making changes are
some of the items that are high on the list of concerns.

I support the court including it in a court policy.
