LegalXML Steering Committee: I've been going through some of the member sections RoPs that have been submitted to the Board to consider next week, and have discovered a possible problem. In 1(b) the Steering Committee is elected, half by the TCs and half at large. So far so good. The half being elected by the TCs is also fine. But I'm wondering who it is that is doing voting for the at-large candidates. Section 1(b)(ii) says that they are elected by the member section membership, which at first seems reasonable, but then we must consider that the member section membership is composed of both OASIS organizational as well as Individual members. Is it correct that an org member who paid $9500 has the same vote as an individual who paid $250? (Well, perhaps.) But how about two people from the same company who paid a total of $500 and who have twice as many votes as the org who paid $9500, or three times as many votes for $750? You see why we never mix org votes with individual votes at OASIS. OASIS policy is to allow only orgs to votes at the consortium level; individuals are restricted to voting at the TC level. The member section level is halfway in between, but we can't be mixing org votes with individuals' votes. I suggest that the Steering Committee add language to the proposed RoP section 1(b)(ii) that states that only organizational members can vote at the member section level. I hope that you will agree that this is necessary. Would you be able to come to an agreement on this in the next day or two so that I could resubmit a new version to the Board? </karl> ================================================================= Karl F.
