As a new member to the Steering Committee, in order to evaluate this request or any such request, I would find the following to be helpful:

1. A financial report about the assets and liabilities of LegalXML, including any such items from the non-profit corporation.

2. Any rules of the Steering Committee for evaluating and agreeing to or denying such requests.

3. Any examples of prior requests, and the results of such requests.

4. A description from the requesting body of the need for the funds, alternatives to the proposed use of funds (in this case, electronic survey with automated results), and the cost/benefits/disadvantages of such alternative means.
