Carol -- Every word of the Rules of Procedure were negotiated with the
Board of Directors.  Any edits will require their approval.  We made one
change -- the composition of our steering committee and that required
Board approval.  We would be glad to entertain any suggestions you may
suggest for "updates" to the document.  But we cannot change it
unilaterally; it is in the nature of a contract between LegalXML and
OASIS.
