Steering Committee members:

After reviewing the new IPR policy, I have some questions but I'm
particularly concerned about the following aspect as summarized in the
FAQ:

"6.5. May a TC use a Contribution that was made to a different TC?
Contributions create licensing obligations that are tied directly to the
TC to which the
Contribution was made and to its scope of work. No other TC may use that
Contribution,
and the contributor has no obligation to grant any licenses to implement
specifications
developed by any other TC."

One of the reasons for being a Member Section is to encourage re-use
across LegalXML TCs.  I think this limitation may interfere with that
goal.  Do we have any ability, as the Steering Committee, to introduce
additional licensing requirements across the Member Section that could
remedy this?
