In the past we have limited this to governmental employees whose budgets
do not allow attendance. Dallas was the first exception because of his
pivotal role in the blue. 

Before we consider any further funding requests, I ask that we have a
current budget report. It would also help to know who are the intended
beneficiaries and why they need assistance.
