Hi Mark, all, As you read 9.4, make careful note of the word - uncommitted. The intent is not to prevent you from funding projects over multiple years, the intent of 9.4 is to make clear a process to manage funds that a member section has accumulated but has no commitment for. There are some other useful nuances in there too - note that there are pre-determined and inflexible guidelines in terms of $$ or %. This is intended to only result from a dialogue where, as you know from the past, we would encourage you to use the allocated funds. But for a member section that chooses not to use or commit/budget/plan use of the funds (yes, that does seem like a long shot ;-)), then the process described would follow. Hope that helps, Scott... >
