Scott, I haven't received much feedback from the other LegalXML Steering Committee members. My guess is that that is more likely due to busy calendars than any other factor. But in the absence of any form of general consensus by the SC, I want to be clear that the concerns I express regarding the Member Section Policy update are, at this time, attributable only to me, not the full SC. While I appreciate your explanation regarding the concerns I raised about section 9.4, I am not dissuaded regarding the potential negative impact this change could have on future budgets. OASIS recently reduced the revenue sharing with the Member Sections from 40% to 35%. Now this update provides a path for additional MS funds to be assumed by the OASIS Board. This is a concern to me. If a specific MS or TC fails to utilize available funds without reasonable explanation over an extended period of time, I think the OASIS Board should deal with that on a case-specific basis rather than establish a policy that could be relatively easily abused.
