Updated OAXAL Specification document

Dear Fellow Committee Members,

Please find attached the updated version of the OAXAL V 1.0 Draft 
Specification subsequent to the public review. I have also tidied up 
some of the formatting (mainly lists) and the document fully parses 
against the XHTML 1.0 Transitional DTD. We discussed these issues in the 
May TC meeting.

Things that have been updated:

1. Figure 6. now properly reflects the division between the document 
source and the Localization Workflow in the Traditional Localization 
Workflow. I have also added 'Manual' as a further qualifier for this 
workflow.

2. Figure 8. has been updated to reflect the fact that this occurs 
within the CMS or LSP automated workflow and removed the xml:tm 
namespace designation.

3. I have changed the text in sections 3.2 and 3.3 to distinguish 
between the xml:tm based and alternative processes. I have added extra 
explanations as to how prior XLIFF files can be used to provide document 
centric matching. I have also removed text from the xml:tm matching 
description to remove any ambiguities regarding in-context exact 
matching techniques. I have not inserted any descriptions regarding 
database in-context matching as this is outside of the scope of the 
specification which deals with the use of Open Standards for Authoring 
and Localization and not database matching techniques.

I have also updated the text and images in the OAXAL wiki 
(http://wiki.oasis-open.org/oaxal/FrontPage).

Please can we all go through the specification prior to the next TC 
meeting on 19 June.
