OAXAL Conformance guidelines

Dear Fellow Committee Members,

I would like to resolve the issue of conformance guidelines for OAXAL. 
We currently have the following proposal from last months meeting:


Use of open Standard XML Vocabularies:

The inclusion of standard XML vocabularies is encouraged where 
appropriate but not mandated.

1) Level 1 - Complete conformance:

Requires complete implementation of all of the standards and processing 
models that MUST be implemented exactly as defined in the OAXAL 
reference model.

2) Level 2 - Standard conformance:
Requires implementation of all standards relevant to a particular 
process and allows for the omission of any standards not relevant to 
that process.

3) Level 3 - Basic conformance:
Requires implementation of the standards and processing models that MUST 
implement a minimum of W3C ITS and XLIFF and least one of the following: 
xml:tm, GMX/V, TMX, SRX, Unicode TR29.

I would very much appreciate your comments/opinions prior to next 
Friday's TC meeting, as this is the final issue that we have left to 
resolve.
