But the HeartBeat mechanism to detect if a charge point is off-line is slow. You might have missed that the Charge Point was off-line for a short period.

I think the "offline" flag is only needed for start/stop event. 
But It might be more usefull what Reinier proposed: It is very usefull to know how a transaction was authorized: Cache/LocalAuthorizationList/Online etc.
