Proposal:
The primary motivating factor for 24:00 was to express an inclusive date range (i.e., 2012/11/8-2012/11/9). In ODATA-14 we propose adding an Edm.Date value which would address that requirement.
We observed that some databases do support 24:00. The options are basically either to make the service handle the conversion to 00:00 of the following day, or require the client to handle the value, as described below:
Option 1 (burden on service):
-Normalize to 00:00 of next day.
-could lose semantic for client that adds meaning to 24:00 separate from 00:00.
Option 2 (burden on client):
-interoperable clients should be prepared to handle 24:00, convert as necessary.
-interoperable clients should not create values with 24:00.
There was a preference, though not unanimous, for placing the burden on the service.
