Currently in sub-chapter 4.4.1 and 4.3.1 of the csdl part 3 specification is stated that "The URL may be backed by a CSDL document describing the referenced model. Alternatively, the URL may be used to load a well-known model from a different location."

If the URL is NOT backed by  a document, it's impossible for consumer with out -of-band knowledge to find the document.
