Proposal:
Allow edm:NavigationPropertyBinding child elements in the edm:Entity to express into which entity sets its navigation properties will lead.
Allow a NavigationPropertyBinding to indicate a named entity as well as an entity set.

OPTIONAL: Add EntitySet attribute for edm:Entity similar to edm:ActionImport and edm:FunctionImport that can be used instead of navigation property bindings if the entity is a prominent, named member of a declared entity set and not a true singleton.
