This should already be covered by the "file" URL scheme defined in https://tools.ietf.org/html/rfc8089, e.g.

file:/usr/local/vocabs/oasis/core.xml
file://machine/share/path/to/file.txt
file:///c:/path/to/file.txt
file:c:/path/to/file.txt
