Function overload resolution rules depend on the ordered set of parameter types.
Also the first parameter is the binding parameter for a bound function/action.
This implies that the order of function/action parameters has to be stable over time.
Clarify this in Part 1: Protocol, section 5.2 Model Versioning, and/or the CSDL documents, sections 12.9 Parameter
