Agree that $schema refers to the meta schema document for a JSON schema document.
It is recommended for all JSON schema documents.
  
I don't understand why a CSDL JSON schema document is not also a JSON schema document.
    - CSDL JSON meta schema :   http://docs.oasis-open.org/odata/odata-csdl-json/v4.01/csprd03/schemas/csdl.schema.json  
    - generic JSON meta schema : http://json-schema.org/draft-04/schema#
