Term [Validation.OpenPropertyTypeConstraint|https://github.com/oasis-tcs/odata-vocabularies/blob/master/vocabularies/Org.OData.Validation.V1.md#OpenPropertyTypeConstraint] is of type {{Collection(Core.QualifiedTypeName)}}.

This is too restrictive, I'd also be able to specify that a dynamic property of an open type can be collection-valued.
