Lets add something like
If both svg:rx/svg:ry and a draw:corner-radius is present, the svg attributes should be used.

To the question if we should make them available for text-box and caption, I have no preferences on that. Sun didn't add the svg:rx/svg:ry to the specification so who ever did this should raise their opinion on this.
