Actually after digging further I found under svg:rx (the same language but in reverse occurs under svg:ry):

If only the svg:rx attribute is present then its value will be be used for svg:ry. If only a svg:ry attribute is present   then its value will be used for svg:rx."

So, the operation of svg:rx/svg:ry being defined elsewhere, your suggested language saves us the second sentence. 

I will wait a day or so to apply this just in case there are others with comments or concerns.
