Michael,
Yes, yes, the abstract could be considered as a "scope" statement.
The closer question being whether on a PAS submission are we exempted from the requirement that section numbering start with # 1 for the scope clause (our abstract).
We are required to use ISO "format" for subsequent submissions but I don't know that anyone has ever raised that particular question.
I will post a query to ITTF.
